Children's Privacy and Safety Project

Building on our landmark 2022 policy paper on International Issues and Compliance Challenges, CIPL’s Children’s Project seeks to reconcile globally divergent legal standards by fostering discussion and cooperation among key stakeholders to develop policies and solutions that protect children from online harms and intrusions into their privacy.

For over 20 years CIPL has been a leading advocate for organizational accountability in data protection and broader digital and data policy. Since 2018 we have applied our thought leadership to the field of AI.

2022

We launched our Children’s Privacy Project to address the complexities of protecting children’s data privacy in the digital age.

Our paper Protecting Children’s Data Privacy, Policy Paper I: International Issues and Compliance Challenges identified key issues and compliance challenges related to children’s data privacy across divergent legal standards.

2023

We continued to work closely with members, regulators, and policymakers around the world to promote strong, practical protections for children online.

2024

We launched a groundbreaking series of Multistakeholder Dialogues in partnership with the WeProtect Global Alliance, bringing together industry leaders, regulators, civil society, and technical experts to tackle the challenges of age assurance in the digital environment. These dialogues aimed to foster global collaboration, explore innovative and privacy-respecting technical solutions, and support the development of coherent, child-centric policy approaches that protect young users while enabling safe access to online services.

2025

We continued our groundbreaking work with the WeProtect Global Alliance, bringing together leading voices on children’s online safety worldwide for constructive dialogue to ensure the best solutions for age assurance and children’s safety online.

Advance Age Assurance and Online Safety

  • Partnering with the WeProtect Global Alliance to explore technical solutions for age assurance in the digital space.

  • Promoting multi-stakeholder dialogue to develop effective and privacy-respecting verification methods.

  • Supporting practical policies that protect children from online harms while enabling access to age-appropriate content.

Build Risk-Based and Child-Centric Frameworks

  • Developing a child-focused risk taxonomy by mapping global regulations and compiling evidence of digital harms.

  • Creating tools to help organizations assess and mitigate risks to children in online environments.

  • Examining the impact of profiling and recommender systems on children’s mental health and wellbeing.

  • Designing policy solutions that reduce risks while supporting positive digital engagement for youth.

Drive Global Engagement and Regulatory Alignment

  • Engaging with global legislators and regulators through roundtables, workshops, and expert forums.

  • Monitoring international developments to identify common principles and drive policy coherence.

  • Contributing to EU digital policy through work on the DSA Age-Appropriate Design Code and BIK+ Advisory Board.

  • Publishing thought leadership on aligning digital safety regulations across jurisdictions.
