Jasmina Byrne
Jasmina Byrne is a Child Rights and Digital Governance Advisor at CIPL, bringing over 25 years of global experience in research, policy, and advocacy focused on child safety, data protection and privacy, and participation in the context of digital platforms and AI systems. Her work centers on helping policymakers, companies, and organizations anticipate and respond to the impacts of technological and societal change on children, while embedding children’s rights, well-being, and agency into governance frameworks, public policy and responsible innovation.
Most recently, Jasmina was Head of Foresight and Policy at UNICEF, where she established and led a foresight function to identify emerging global trends, risks, and opportunities and translate them into strategic and policy insights for children. In this role, she led the development of UNICEF’s flagship annual publication Prospects for Children, placing children’s rights and well-being at the center of public discourse on global trends, including those related to digital transformation and information and communication technologies.
In her global policy leadership roles, Jasmina has advanced the ethical, inclusive, and rights-respecting use of digital technologies for children. She convened governments, experts, civil society and private-sector partners towards common policy goals, including leading the Good Governance of Children’s Data initiative, which produced policy resources to support responsible and accountable data practices affecting children. Additionally, she designed and led global research on online child safety, children’s privacy and data protection, digital education, and digital civic engagement, and authored numerous articles and publications. She co-founded Global Kids Online, a multi-country research initiative generating evidence on children’s digital lives, opportunities, risks, and rights in the digital environment.
Prior to working on digital governance and UNICEF, Jasmina held various positions with Save the Children, the International Committee of the Red Cross, and other human rights organizations, with a focus on the rights of the most vulnerable populations. Jasmina holds an MA in International Relations from Central European University.
