Dr. Tracy Ann Kosa is a Director of Privacy Compliance at Microsoft. She is a skilled senior privacy leader with 17 years of experience in privacy program management, privacy impact assessments and operational readiness in the public and private sectors. At Microsoft, she is leading the development and implementation of a global privacy compliance program. One of her key accomplishments included the design and execution of a privacy metrics program for consumer and enterprise products.
Prior to Microsoft, Dr. Kosa was focused on Canadian public sector privacy. Hired by the Government of Ontario to create, design and execute the provincial Center of Excellence for privacy assessments and design fee-for-services to over 600 Government programs. She began her career in health at the provincial agency responsible for ehealth initiatives, leaving to take responsibility for assessments and incidents at a healthcare network serving 3 downtown hospitals with over 1 million patient visits a year and a staff of 12,000.
Tracy has been a member of working groups and advisory committees, including the TAHSN research hospital network for privacy advocacy, the University of Toronto Research Ethics Board member and the Privacy Practitioners Community of Practice. She chaired the Program Advisory Committee for the Information Security diploma program for York University at Seneca College.
Dr. Kosa holds a Ph.D. in Computer Science from the University of Ontario Institute of Technology, Faculty of Science. Her dissertation proposed a model for the measurement of privacy. Author of research and industry articles, frequent speaker and presenter, her most recent work is divided between advocating for standardized measurement to represent individual privacy rights under different legislation, and developing physical privacy principles for furniture and architectural design.
She has an M.A. in Political Science from York University specializing in privacy ethics, and an M.A. in Political Studies from the University of Manitoba with a focus on in political leadership. Her B.A. (Hons) in Politics with Economics is from the University of Windsor.
Tracy is a privacy advocate who lives in Seattle, Washington.
